A more inclusive term than “disabled professional”?

The phrase “disabled professional” is intended to include persons who bring special skills to the workplace. They may work in a variety of settings (office,shop, medical, etc).

The phrase is not intended to exclude skilled trades or crafts people (machinists, drafting, artist). In fact, the phrase is intended to include people who are close to being qualified to be in a professional or skilled work setting.
